This virtual session will discuss the three dimensions of the Federal Budget crisis. The United States government spends about $7 trillion a year which is 23% of our nation’s GDP. You would think that this level of a spending would be governed by a rational and efficient budget process. You would be wrong. The Federal budget now faces a crisis with three dimensions: fiscal, process, and legal. The huge deficits that the Congressional Budget Office projects for the next decade have created a fiscal crisis. Congress’s inability to pass a meaningful budget resolution and appropriations acts without resorting to continuing resolutions, shutdowns, and massive omnibus bills has created a process crisis. And the Trump administrations flagrant disregard of the Constitution and appropriations law has created a legal crisis. This session will discuss each of these crises and how they interact to pose a serious threat to both our economy and our democracy.
