Colorado’s state budget shapes nearly every aspect of public life — from schools and transportation to housing, healthcare, water, and economic opportunity — yet the process behind it often feels opaque even to engaged citizens.
In this conversation, Caroline Nutter of the Colorado Fiscal Institute will offer a clear, accessible look at how Colorado’s finances actually work, the constitutional and political constraints that define state budgeting, and the major fiscal challenges and tradeoffs facing policymakers today.
Caroline joined CFI as a Tax Policy Analyst in 2020, providing research and analysis of fiscal policy issues. She took on the role of Legislative Coordinator in 2022 and then Policy Manager in 2025. Originally from Virginia, she has a bachelor’s degree from William & Mary, where she studied public economics. She loves rock climbing and spending time with her husband and friends.
