Four measures, one question: who pays for California’s schools and hospitals?

*Four measures on your November ballot are all really asking the same question: when California needs money for schools and health care, who pays?*

**Prop 3** keeps the existing tax on the top 2% of earners from expiring in 2031 — $5 to $15 billion a year, already in the budget, no new tax on anyone else.

**Prop 40** asks California’s billionaires for a one-time tax of up to 5% on their assets, with 90% of it going to health care. The reason that’s on the ballot now isn’t abstract. Last year’s federal budget bill cut roughly $900 billion from Medicaid over the next decade and handed about half its tax cuts to the top 0.1% of earners. That shortfall doesn’t stay in Washington. It lands in Medi-Cal, in county clinics, and in hospital budgets here. Prop 40 asks the Californians who gained most from that bill to help cover it.

**Props 41 and 42** go the other direction. They’d make new state revenue measures far harder to pass and bar taxes on personal property outright — and because only the top vote-getter among 40, 41 and 42 takes effect, a yes on either one cancels Prop 40.
